Your ward's transit scorecard, and the $700K contract council never voted on

    Dear Cathryne Milburn,

I'm an Ottawa resident, a transit rider, and the builder of otranspo.ca, an independent transit platform made in Ottawa. Before anything else, here is the live transit scorecard for Beacon Hill-Cyrville: https://otranspo.ca/en/city/wards/11. Right now it shows 72.7% of arrivals landing within five minutes of schedule, graded route by route from OC Transpo's own settled arrivals over the last fourteen days, next to a live map of the vehicles running through the ward and a plain list of what would fix the worst of it. Use it at the doors and in debates, no strings attached.

Here is why I'm writing. Since 2023, the City has committed close to $700,000 to the Montreal company that makes the Transit app, all on one contract (33523-92002-G01). $282,000 for monitoring the real-time data, $180,000 to roll out the free Royale subscription, and another $233,794 in 2025 for rider surveys inside the app. There was no RFP, it was all sole-sourced under an exception in the Procurement By-law, and it never went to council for a vote, staff signed it under delegated authority. It's all in the City's own contract disclosures:

    https://documents.ottawa.ca/sites/default/files/Document%201%20%E2%80%93%20Transit%20Contracts%20awarded%20under%20delegated%20authority%20for%20the%20per_AODA.pdf

    https://documents.ottawa.ca/sites/default/files/Contracts%20Under%20Delegation%20of%20Authority%20January%201%20to%20June%2030%202025-AODA.pdf

The disclosures also leave basic questions unanswered. Royale is a subscription product, so is the $180,000 a one-time cost or an annual one, and is it priced per rider or a flat fee? At Transit's advertised price of $24.99 a year, $180,000 only covers about 7,200 subscriptions in a city of a million people, and nobody can say what we actually bought because the term and pricing were never made public. The 2025 payment also means the City is paying a Montreal company to compile crowdsourced feedback from Ottawa's own riders.

Across the river, the STO gets the same app for free. When Gatineau launched real-time tracking in Transit in 2019, the STO's president said publicly that the partnership cost nothing, because showing an agency's buses is Transit's free tier (Le Droit, Jan. 31, 2019: https://ledroit.com/actualites/gatineau/sto-les-parcours-en-temps-reel-6ec8c8b15a3398d70012e209c2fcc63e). What Ottawa paid for is the extras, monitoring the quality of the City's own data feed, sponsoring a premium subscription, and buying crowdsourced rider surveys.

Riders already get those extras free on otranspo.ca, with independent scorecards for every ward, route and station, crowdsourced rider reports at https://otranspo.ca/en/report where riders log the no-show buses, crowding and breakdowns the official feed never records, and live tracking with real-time traffic. There is nothing to subscribe to, and it costs the City nothing.

Ottawa already has the bones of a world class system. What we've lost is trust, and residents need to see the system working, not just be told that it works.

So I'm asking you to commit to three things if you're elected:

    1. A public review at Transit Commission of the sole-source Transit app contract, including its full cost, term, pricing structure, and performance, before it gets extended again.

    2. Fair, open, competitive processes for rider-facing transit technology going forward.

    3. An open partnership framework so qualified Ottawa-built platforms, mine included, can integrate with OC Transpo and share crowdsourced data back with the City.

I'm publishing every candidate's answer on otranspo.ca before advance voting starts October 1, yes, no, or silence. I'd also welcome 15 minutes to show you or your team the platform.

    Respectfully, Wyatt Baldwin otranspo.ca

Re: Your ward's transit scorecard, and the $700K contract council never voted on

Hi, Wyatt, Thank you so much for reaching out and for taking the time to share all of this information with me. I have seen your work on the Transit Committee and social media. I think it is a great initiative and appreciate the effort you have put into making transit data more accessible and understandable for Ottawa residents. I believe transit decisions should be grounded in reliable data and the actual experiences of riders. Please find the answers to the specific questions you asked below: *Q - A public review at Transit Commission of the sole-source Transit app contract, including its full cost, term, pricing structure, and performance, before it gets extended again.* As with any City project, I would support a full and transparent review of the Transit app contract before it is renewed or extended. I would also support a review of the procurement process and how to apply to extend the application. The Transit Commission and Council should receive clear information on the contract’s full cost, term, pricing structure, performance, and the benefits and challenges of the current application. *Q - Fair, open, competitive processes for rider-facing transit technology going forward.* Any new, renewal or replacement should follow the City of Ottawa’s procurement process, with a fair and competitive process to determine the best option for our community. The City should also clearly communicate the rationale for its decision and ensure the contract delivers value, reliability, and transparency. *Q - An open partnership framework so qualified Ottawa-built platforms, mine included, can integrate with OC Transpo and share crowdsourced data back with the City.* I am very supportive of the City of Ottawa’s Open Data Framework and the use of open datasets to promote transparency, collaboration, and innovation. The City should make municipal data accessible in a way that allows local businesses, researchers, and community members to develop useful tools and services. I would support an open partnership framework that allows qualified Ottawa-built platforms to integrate with OC Transpo, provided they meet appropriate technical, privacy, security, and accessibility requirements. Where appropriate, crowdsourced data could also be shared back with the City to help identify service issues, understand rider experiences, and improve transit planning. The goal should be to reduce barriers to innovation while protecting privacy and ensuring the City benefits from the data and ideas generated by the community. Thank you again for reaching out and for the work you are doing to improve transparency around OC Transpo. I would be happy to take you up on your offer to have a 15-minute conversation and learn more about the platform and the data you are collecting. In my Linktree below you can book a meeting with me on my Calendly. A correction to my September 9 letter, and the 15 minutes I offered

    Dear Cathryne Milburn,

Thank you for replying on September 21. Two things since, and one of them is a correction I owe you.

My letter put the City's commitments on the Transit app contract (33523-92002-G01) at close to $700,000. The correct figure is $1,157,794. I left out a fourth line because I wasn't certain of the amount: a $462,000 extension in the City's July to December 2024 disclosure, for the app plus customer surveys, data-quality analysis and performance benchmarking. Jenna Jessop, a candidate in Orléans West-Innes, read the disclosures herself and asked me about it. She was right, and I'm grateful she raised it. The corrected total, all four source lines and the revision record are on the contract page: https://otranspo.ca/en/insights/transit-app-contract

You sent me a booking link for the 15 minutes I offered, and I haven't used it. I'm not going to squeeze it into the last four weeks of your campaign; advance voting is about to start and your time belongs to voters right now. After election day on October 26 the offer stands, elected or not, and I'll write to you then to find a time.

As my letter said, every candidate's answer is published at https://otranspo.ca/en/public-record/candidates-2026 on Thursday, October 1, the day advance voting starts, with my letter beside it. Yours is on file. If you'd rather your position were summarised than quoted, tell me by Wednesday, September 30 and I'll publish it without your words and note that you asked.

    Respectfully, Wyatt Baldwin otranspo.ca
