  3. Grades and targets

Eight promises, each with a public target and a grade.

A grade is the gap between the figure and the target, read against bands that widen. At or inside the target is A. Then B, C and D. Beyond the last band is F.

Each grade has a band, wider as the grade falls. We do not publish the band widths. Every target is proposed. A target becomes adopted when the owner says so in public.

Kept, behind, and not measured

The page counts the promises it can measure for the month and says how many it cannot. It never counts a promise with no reading as kept or as missed.

Where each promise is read from

  • The bus comes, on time and short waits are read from live bus positions, as the pages for those measures explain.
  • The trains run is read from OC Transpo’s train predictions. A trip with a prediction ran. A cancelled trip did not. A trip with neither is counted as not seen. OC Transpo publishes no train positions.
  • Room to board is read from STO’s on-board sensors first. Rider check-ins stand in only when there are no sensor readings, and only when enough different riders checked in during one month.
  • Transfers work is read from the daily count of connections made against connections attempted.
  • Everyone can ride is the share of Para Transpo trips on time that the operator publishes each month, with its source named. We do not measure it ourselves.
  • Each of these says "not measured yet" for a month with no reading. It is never shown as zero.

Countdown is right

This one takes the daily record of the operator’s predictions against where the bus actually was, and counts the share that were within 2 minutes. A month with no record says "not measured yet".

A published month never changes

If a target is revised, past months keep the target they were graded against.

  • OC Transpo and STO live vehicle positions

Method version and change log

A published month never changes. If a method is revised, past months keep the method they were worked out with.

  • Version 2 · October 25, 2026. The table lists all eight promises, countdown included. The five that had no measure now read their own sources, and each still says "not measured yet" for a month with no reading.
  • Version 1 · October 25, 2026. First published. Eight promises with proposed targets. Four were not measured yet and said so.
