The OC Transpo rule is computed only over arrivals at timepoints: stops the trip’s timetable marks as a timepoint, or every stop of a trip that marks none as not a timepoint. At other stops it is not computed, because their times are the operator’s estimates between timepoints; the page says “OC measures this at timepoints only” instead of a number. At a timepoint the OC figure also needs at least 10 timepoint arrivals in that hour.

The OC Transpo column uses OC Transpo’s own standard, no more than 1 minute early or 5 minutes late, and only at timepoints, where OC Transpo measures it. The two columns can cover different arrivals, so they are not a difference of one rule.
